Add AnimatedPropKey(uint64_t) to represent the layer animation between content and chrome process.

I am wondering why we can implement this AnimatedPropKey (I am still thinking this should be AnimationEffectStackId) in bug 1337889 altogether. We can easily fix in the case where this patch has a problem if we handle this patch in bug 1337889.
