13391 - Bullet is not rendered for <UL> items

Under the heading "More news from around the web" there are two UL lists
where the bullets are missing. I will attach a small testcase.
Bug occurs in:
Apprunner 1999-09-05-12-M10 on Windows NT 4.0 SP5.
Bug does not occur in:
Apprunner built from tree pulled Aug. 31 on Sun/Solaris 2.6/sparc
Communicator 4.61 & IE4 on Windows NT 4.0 SP5.

I think this is probably layout and kipp has some bugs on things like this.  I'm
actually not seeing it on my 1999-09-05-08-M11 build, though.  Could it be fixed
now?

With the latest build (Sept 10th), I can't reproduce the problem either.
