Summary: Migrate 4.x address book pref values (charset id) → Migrate 4.x address book pref values (charset id), apply charset conversion
Use a new i18n interface (#13394) to map csid to charset name. Convert address
book data using that charset to UTF-8.

Here is a spec for address book related charset conversion (which includes a
case for this bug).

It turned out we don't need the csid mappin. In preference, we store the char
set name inetead of csid in 4.5. Close this bug as fixed.
Is see with the 1999-10-27 commercial builds that we are indeed migrating
prefs.js lines pab.csid and pab.locale (the latter being the charset name I
believe you may be referring to). Marking this verified.
