Details

The desktop repairer will ask every other device connected to the account to provide missing items. However, there's a reasonable chance that none of these devices will be able to supply the missing item(s). In this scenario, desktop should take some action so the item is no longer considered missing (eg, delete the reference to that item from its parent) or possibly even go nuclear (ie, ask some other device to wipe and perform a full sync).

Without this, the desktop clients are likely to end up fruitlessly requesting the same repair process each time it validates.

We should do this as a followup to bug 1317223
Bug 1340325 and this are saying the same thing.
