This is a meta-bug to track our support for css-speech:

  https://drafts.csswg.org/css-speech/ (editor's draft)

CSS Speech is in CR and the CR is going to be updated (per https://www.w3.org/2017/02/15-css-irc#T17-39-53), so this is a good place to discuss higher level (meta) questions like "Should we implement CSS Speech? When? Why?" as a whole.

This bug will be marked as "Depends on" bugs that are needed to complete implementation of css-speech.  The dependency tree can be used to view a list of these dependencies.

Please do not add comments about specific issues to this bug; they belong in their own bugs.
