VP9 in MP4 will break on the merge to aurora

Philor discovered on a trial merge/try run of m-c -> aurora that the VP9 in MP4 in EME tests will fail when run on Aurora. https://treeherder.mozilla.org/#/jobs?repo=try&revision=183cdbdc1dad1df66ecc73517e7655e2dcbda2f8&selectedJob=77987689 That's because the tests assume that VP9 in MP4 in EME is always available, but VP9 in MP4 in EME is actually only preffed on for Nightly only. We need to make the tests not fail when run in Aurora.
