Steps to reproduce:
start compose new message
switch codepage to koi8-r
save message
Actual results:
subject encoded in utf-8
Expected results:
subject must be encoded in koi8-r (as message body)

Stop removing national code pages! Not all servers works in utf-8.

Thunderbird encodes all headers, including the subject, in UTF-8. See bug 790855 and

Headers must be encoded same way as message body! If message body in koi8-r, headers must be encoded in koi8-r too!
