The last green fuzzing job we had was in March 2016, and while work is ongoing in bug 1224333 and deps I would like to turn off fuzzing jobs until they work on loaner machines. It's not useful to keep running jobs that fail within a few seconds.

The scheduler tops up the number of pending jobs to numPending every 5 minutes, so this will keep the builders around without scheduling any jobs.
