+++ This bug was initially created as a clone of Bug #1322273 +++

We sometimes need to return a new DeadObjectProxy in some circumstances when we are asked to create a wrapper and no previous wrapper exists. We currently do this by creating a new wrapper and then nuking it, but it would be better if we could create the DeadObjectProxy directly.
