Please add a "webcompat" tracking flag to Core products

If possible, I'd like for there to be a "webcompat" tracking flag, so the webcompat team can keep tabs on all the various bugs in Core components that affect (and will improve) web compatibility.
We will triage them on a (bi-)weekly basis and keep a prioritized list in on the wiki.
I need to write up some rules on tracking flag requests. In the past, we don't have good docs on these and we wind up with confusion.
Mike, can you tell me:
If setting the flag should be restricted to a group?
Does it behave like "needinfo" and email someone to take action on it?
What are the flag's values and what do they mean?
"?", "+", "-", etc?

I don't know all the details on Bugzilla groups. But if there's such a thing as NDA + employee, that would be good. Or just employee. Or...?

The intention here is to use it as a search query and have a regular triage meeting to + or -. The +'d values will be used to indicate platform issues that the webcompat teams consider to be high-priority (and I'll follow up with corresponding platform managers for prioritization).

? - Needs prioritization
+ - Is a high-priority compatibility/interop bug or feature request
- - Is either a low-priority compatibility/interop bug or feature request, meaning it should be treated as a regular bug or feature request. OR not considered to be a compat issue.
I'm open to other avenues for solving this problem of tracking issues -- collecting a list of bugs in a wiki has proven to be annoying and we're prone to forget about other bugs at times.

Created the flag. Anyone with Editbugs can grant, anyone with confirmbugs can request.

Hi! The webcompat flag is currently appearing on all Bugzilla products, even those that have no affect on web compatibility. Is there a list of products that the flag can be limited to? (eg Core::*, Firefox::*, ...).

I've edited that flag now so that its just in:
Core, External SW Affecting FFx, FFx, FFx Android, FFx iOS, Focus for iOS, NPSR, NSS, and Toolkit
Please let me know if that is is right.

Thanks Ed and Emma. I would say that list looks good, but possibly we don't need it for Toolkit? (unless there's web-facing stuff that lives there that I'm not aware of)

Toolkit has chrome and webextensions shared between FFx desktop and droid.
