1. It seems impossible to remove bugs from partner-confidential
2. The generate_bmo_data.pl does not account for this configuration, so we're not testing it in CI nor can developers debug it without a full data dump.

Note this bug is marked "Restrict the visibility of this bug to the assignee, QA contact, and CC list only." as a test of these problems.

After adding the group, filing bugs fails with:

 There is no user named 'mbest@mozilla.com'. Either you mis-typed the name or that user has not yet registered for a Bugzilla account.
