Details
The browser/base/content/test/general directory has grown too large and takes too long to run now.
We can move tests that are specific to tabs to their own directory. These tests consumed at least 57 seconds on a recent Win7 Opt bc-7 run.

Separating by "tab" tests doesn't seem as simple as I thought. I'll punt on this for now.
