1344717 - Sync is not performed after creating an account from iOS device

Build: 7.0b1893
Device: iPad Air 2
iOS: 10.2

Pre-requisites:
- Bookmark some pages on the device before creating FxA
- Some history and bookmarks on desktop  

Steps to reproduce: 
1. On the device, go to settings and create a new FxA 
2. On desktop, log in to the newly created FxA
3. Sync on desktop
4. Sync on device

Actual results: 
- Sync will not be performed.
- Time of last sync will display a previous time and will not update when tapping on 'Sync Now'.
- The 'Desktop bookmarks' folder is not created on the device. 

Note:
- When I created the FxA from desktop, this issue did not occur on first sync. After creating some more history and syncing on the device, the last sync time will remain frozen to a previous time and sync will be performed.

Broken sync seems pretty bad. I'll investigate for this sprint.

I just tested this on 6.1(1) release version and did not manage to reproduce the issue.

Also note that the issue was not reproduced on latest beta 7.0b2011 but it's still reproducible on 7.0b1893.
