Although the bug was filed without any comments, I'm guessing this means the team is still actively using this data. So I'm going to mark data-r+ based on that, but in the future it would be nice to be more explicit about that.

Backed out for build bustage (histogram not removed from whitelist and according to new temporary policy, I shall not push fixes on autoland so the impact of such a tightened policy can be measure):
