[Steps to reproduce]:
1.Launch Firefox
2.Click on the Download Panel button
3.Click on the Show all Downloads button
4.Click on the Panel Menu
5.Observe that the Download Panel dropdown menu is not dismissed

[Expected result]:
Download Panel dropdown menu is dismissed.

[Actual result]:
Download Panel dropdown menu is not dismissed after opening the Panel Menu.

[Regression range]:
This is not a regression due to the fact that it is reproducible in every build since the “Show All Downloads” dropdown button was first implemented (bug 1297039 ).

[Additional information]:
This issue is not reproducible on Linux OS and Mac OS.
