I have a problem with Firefox Beta 52. It doesn't happen in Firefox ESR 45.
Sometimes when I open Responsive Design Mode, there's no way to resize it with mouse.
It happens unpredictably, however, I noticed one specific scenario when it happens
1. Open http://dagobah.net/flashswf/CatGotLost.swf
2. Open Responsive Design Mode
3. Drag the resizer that is usually placed at the bottom-right of the page in Responsive Design Mode
Result: resizer is not displayed; no way to resize with mouse
Expected: resizer should be accessible

Yes.
1. Open html page http://dagobah.net/flash/CatGotLost.swf
2. Click button "Hide this" on the page. Click button "I understand" on the page (if any).
3. Open Responsive Design Mode.

Okay, so that's an HTML page that embeds SWF content which I agree is slightly different that the first link directly to the SWF... However, I'd like to know if this issue occurs on HTML pages with _no_ SWF content at all.

Alright, I NEVER saw it on pages without Flash.
(I mistakenly assumed that you wanted to know whether it happens in a document other than standalone Flash)

Since this is specific to Flash, and Flash is on its way out, I don't think we'll make a change for this issue.
