In bug 1335232, we plan to ship a Shield study to 24K users over 6 weeks (4K added per week) on the 53 release channel to measure user reaction to Flash being relegated to click-to-play by default (and preferring fallback content wherever possible). We will collect data--via custom pings--about sites that a user has visited that use Flash and what the user's response to that was; in addition, we will ask users (in certain situations) if their chosen actions resulted in a more positive/desirable experience. Each week, we will process the data received and inform allowed and denied lists that are used in permitting or blocking use of the Flash plugin, respectively.

User cohort sizes adjusted to include equal number of control, so 48K users over 6 weeks (8K added per week (50/50 split of test/control)).
