When rearranging the Personal Toolbar, bookmarks are placed *after* the bookmark
to the right of the icon. E.g., if I have
A B C D E
and I grab E, then drag it to the left so that the cursor is between A and B:
A|B C D E
Releasing the mouse places the E to the RIGHT of B.

Is that normal? It seem counterintuitive.
Reproducible: Always
Steps to Reproduce:
1. Create more than two bookmarks in your personal toolbar.
2. Drag one around in it to rearrange them.
Actual Results: The dragged link was placed an extra position to the right of
where I thought it would go.
Expected Results: The dragged link should be placed in the position indicated
by the cursor.
