134694 - Subjects of mails in some encodings are not loaded with folder charset set to ISO-2022-JP

For mails w/o MIME header and encoded in some charsets, when folder charset is
set to ISO-2022-JP, the subjects are displayed blank. Mails in the following
encodings have this problem.
Shift-JIS
GB2312
Koi8-R
Big5

It's regression. I don't see this problem on 03/20 build, but see this on 03/22.

Are those headers MIME encoded?

Can this be a dup of bug 128580?

Yes, those mails don't have MIME headers.
I don't think this is a dup of bug 128580, since in this case mail body is 
loaded, only subject part is not. But it could be related to the fix of bug 
128580. I'll check build 03/21 and report here.

Seems like bug 128580 is related. The JA converter is more strict now. We want
to put an error hanlding code to proceed after encountering a character not
supported by the charset.

You may be right. We want to change the code not depending converter's error
handling behavior.
