Steps to reproduce:
1. edit a KB article
https://support.mozilla.org/t5/tkb/articleeditorpage/tkb-id/Protect-Privacy-zh-cn/message-uid/36756
2. HTML window
3. try to format the article, e.g. input a RETURN
Actual results:
RETURN is not possible, only a space is inserted.
Expected results:
It will be a great help if the HTML text is format-able.
