Details

If a user with e.g. en-US configured as their preferred language (accept-language header) visits e.g. www.mozilla.org/de/firefox/new/ they'll see that page in German and would expect to download a German build of Firefox. What currently happens however is that the link is to scene=2 does not include the locale, so bedrock is left to guess and therefore the user sees the scene=2 page in English and gets an English build of Firefox. We should link to scene 2 using the locale from scene 1.
