Steps to reproduce:

Reproducible in 2017-03-14 Nightly and DevEd on Windows.

1) Open download panel.
2) Compare the colours of 'Open Containing Folder,' 'Retry,' 'Cancel' etc. icons with the icons in the nav-bar / hamburger menu.


Actual results:

Icons in navbar are #4c4c4c, while those in download panel are #000000.


Expected results:

Both should be #4c4c4c.

A trivial `.downloadButton > .button-box > .button-icon { fill: #4c4c4c; }` fixes the issue.

Inside the panel, we use colors provided by the operating system's theme.

The User Experience team is in the process of redesigning the main toolbar, and this will likely make things more consistent. We don't plan to change the colors inside the Downloads Panel at the moment.
