Platform is Windows NT 4.0 SP6a with all post SP6a Fixes/Hot fixes
applied using Mozilla 0.9.9-2002031104.

The conversion process for bookmarks has different behaviour during
an profile migration of a Mozilla install and the "Import" function
in Bookmarks.  Case in point a bookmark file migrated during an
Mozilla install completes, all be it incomplete conversion, but the
same bookmark file "imported" causes a infinite loop as reported in
Bug 134757.  So the issue here in this bug is one where there appears
to be different "logic" to do the same conversion task.

I fail to see a bug in this report. If you have a proposal for a change in the
implementation of features in Mozilla then perhaps you can start a discussion on
one of the newsgroups.

Translation - the "exact" same input data is being processed 
differently by the mozilla code.  Ergo different code of some 
nature is being used or the conversion and import functions 
would have the same results, no matter if those results are 
correct or not.

different logic to do the same thing in different ways isn't necessarily a wrong
thing to do.  the infinite loop bug is fixed, so I don't see there's a problem here.

reporter - are you having a problem of some kind with mozilla's behaviour (using
a recent build of mozilla)? if so, please give details of the problem behaviour,
and the desired behaviour. if not, please resolve this as WORKSFORME or INVALID.
