Once the layout panel enabled pref is on, we should display a "new!" tag next to the layout tab. We would have another pref that checks whether or not the tab has been selected, and only display this "new!" tag until it has been interacted with. We also need to consider the Firefox version or remove it after since we probably don't want to persist this behaviour across multiple Firefox versions beyond the one when Layout panel is released. Otherwise, we need to remove this code after the next Firefox version.
