vendor changes could fail if other commits pushed while vendoring is running. after vendoring we probably need to update, rebase, and then push.
As suggested to glob on a video chat, we may just want to establish a separate, independent service for running the vendoring. It could react to pushes to autoland (possibly limited to vendoring pushes). It would have similar retry mechanisms.
