chrome://weave/locale/services/errors.properties is packaged (and localized) but doesn't seem to be used anywhere.
This is actually used from http://searchfox.org/mozilla-central/rev/c2a60adfc7b16761cbbfcefa2093fa402ba1aa69/services/cloudsync/CloudSyncLocal.jsm#25 I missed it due to the use of the variable in the string.
