Works for me. Same build, WinXP.
Jim, I had this problem the other day when I unzipped an older build on top of a newer one, and then the problem wouldn't go away. I fixed it by doing a "clean install" (removing all the binaries and unzipping to a clean directory).
This bug happened after the outliner->tree renaming thing, but was later fixed. You shouldn't see this with a recent build. Try to install into a clean directory, and start with a new profile. *** This bug has been marked as a duplicate of 134195 ***
