Reset QA owner, set rail@mozilla.com as Triage Owner for some Release Engineering subcomponents

Now that we have the "Triage Owner" field in Bugzilla, I'd like to use it instead of the "QA Owner" field.
Can you
* reset the "QA Owner" field
* assign rail@mozilla.com as a Triage owner
for the following components
* Release Engineering :: Releases
* Release Engineering :: Release Automation
* Release Engineering :: Releases (Custom Builds)
* Release Engineering :: Ship It

I think it is fine to not have a QA owner set, but important to have a Triage owner set :)

We have never had any formal QA as a separate role in Releng. Using the QA Owner field is just a hack to specify the ownership.
