Steps to reproduce:

JSS 4.4.0 fails to run when pki-core < 10.4.0 is installed.
For Fedora and RHEL platforms, this issue was resolved by adding the following to the spec file:

* Conflicts:       pki-base < 10.4.0

This issue has been addressed in Fedora 25, 26, 27, and RHEL 7.4 platforms.
Elio,

Although this bug has been resolved on Fedora and RHEL platforms via changes to the RPM spec file, I suspect that this bug needs to remain open for other platforms such as Debian, OpenSUSE, etc., as I don't think that these platforms use RPM spec files.

There's nothing further to change in JSS to address this issue. The solution is to build a new pki-base on the platforms that need it.
