See image with screen captures showing horizontal scrollbars taller than the vertical scrollbars are wide. In top of image, TraditionalOk theme is used, and horizontal scrollbar is 19px, whereas vertical scrollbar is 15px. In bottom of image, BlueMenta theme is used, and horizontal scrollbar is 19px, whereas vertical scrollbar is 14px. This makes the scrollbars look odd. These are in Mate Desktop environment 1.16.1 on Fedora 24. The screen captures are of an iframe.

Note that I don't see this inconsistency in other applications.
