135075 - "Open Web Location..." must be activated twice for new window

you have to activate "Open Web Location..." twice in order for the first chosen
location to open a new window

Reproducible: Always
Steps to Reproduce:
1. open a window with any website
2. activate "File"->"Open Web Location..."
3. enter a URL and click open with "New Navigatior Window" selected
4. activate "File"->"Open Web Location..."

Actual Results:  Nothing happens between step 3 and 4 -- you can activate other
menu items, scroll, type in textareas etc i the allready opened window. You can
even let several minutes go by. The new window only opens when you execute step 4

Expected Results:  The new window ought to have opened upon having clicked on
open in step 3

Issues first observed in 20020328, but might have been present before as I
haven't downloaded any build between 20020319 & 20020328.
