I have a problem with Firefox Beta 53. It also happens in Nightly 55. Doesn't happen in Beta 52.
Inspector tooltips are limited by the first N pixels where N is height of visible part of the page. Here's how to reproduce it

1. Open https://bugzilla.mozilla.org/show_bug.cgi?id=1349096
2. Find element with selector "#c1" in inspector, scroll the page so that the element is visible at the bottom of the page
3. Hover mouse over the element inside inspector

Result: Inspector tooltip appears far away from the element.
Expected: Inspector tooltip should appear near the element.
