[Steps to reproduce]:
1.Enable High Contrast black theme
2.Launch Nightly 55.0a1 with a new profile
3.White something in the URL bar
4.Using the mouse hover over the awesome bar items


[Expected result]:
When is selected(highlighted), the text color should be black

[Actual result]:
The text color is white. ( please see attached screenshot: the differences between Windows 10 and Windows 7)
This actually looks correct. The Windows 7 high contrast theme just uses different colors than that on Windows 10.
