Steps to reproduce:

RDM show mobile mode even without viewport meta in head of page, if you see the page (without viewport meta) in Chrome or real mobile device, responsive won't work. in fact only Firefox doesn't care about viewport meta, and I think it's not true.

by viewport meta, I mean following:
<meta name="viewport" content="width=device-width, initial-scale=1" />
