In nightly Mac OS X CFM build 2002040303, the scrollbars in the download manager
don't work if the classic theme is enabled. Moving the bar along the track moves
the bar, but doesn't scroll the list. Pushing the up/down buttons doesn't do
anything either (not even move the bar). This works fine in Modern.
Confirmed using FizzillaCFM/2002041712 (RC1). The vertical scroll elevator in
the Download Manager window is nonfunctional.

This is fixed in build 2002042808. Don't need to worry about it anymore.

Scroll bars are working in the dl manager now. Verified with the 2003-01-03-08
CFM trunk build under 10.2.3.
