Details

For UX and partner reasons, when users change their default search provider, we'd like to ask them at that time why they're switching so that we can better understand their needs and improve our products.

* The survey would be opt-in and will require a policy approval. We will reuse approved tools and adhere to past policy constraints to expedite approval
* For time-to-market we will reuse existing UI elements (such as a notification bar similar to a Shield opt-in) 
* We should run a copy/content/UX reviews to make sure our presentation of UI is optimal for contextual interaction with users at the moment of the switch.
Priority: -- → P3

At the moment, this isn't anywhere on our priority list, so I'm closing it out. If it comes up again, we can open a new bug.
