The current churn and churn_to_csv notebooks expects the date passed into it is the same date that is scheduled. This is inconsistent with airflow's behavior, which passes a start date that is a week behind the scheduled date.

The churn jobs currently set the date back 17 days: 10 for data collection stabilization, and 7 days to account for the collection period from start to end dates.

These jobs should expect a date that is already accounts for the week of data that needs to be collected from the start to end dates of the job.
