In the latest import that seems to be very unstable on Windows; I'm disabling it there only.

This test got refactored into a bunch of new tests. This particular test ended up in testing/web-platform/tests/service-workers/service-worker/registration-security-error.https.html. I can't reproduce the failure locally and the code has changed a lot in the last couple of years. I'll see if we can just re-enable this test now.
