Editing a bookmark in library doesn't show existing tags in edit form

Details
STR:
1. go to url and bookmark using star icon
2. edit the bookmark to have some tags
3. open bookmark library
4. search for bookmark
5. notice in tree view at the top tags are listed
6. select bookmark
Expected outcome:
6. form shows existing tags so user can add or remove them
Actual outcome:
Text field is blank and expanding out the tick boxes doesn't have them either
This is especially painful if I searched by tag, editing the text field loses my search instantly.

I cannot reproduce this problem, for me tags are shown.
