Build 1999090909M11: Win32/NT4, Linux/Redhat 6.0, Mac 8.5.1

Overview: The Seperator Bar between the Thread and Message pane behaves in
strange ways when dragging it.

Steps to reproduce:
A. Dragging The Seperator Bar makes the seperator collapse. Now the seperator
won't move or resize.
1. Launch Mail in NT4
2. Drag the seperator slightly down, let go and it collapses to the bottom of
the window.
3. Try dragging it up, no response
4. Try clicking on the "Hot Click" area. The arrows on the "Hot Click" area move
up and down but the actual seperator bar doesn't move.
5. If using Windows try launching Navigator (with the 9/9 build Linux and Mac
builds they crash when relaunching Messenger a 2nd time, bug already logged)
6. Close Messenger
7. From Navigator launch Messenger, notice that now the sidebar is closed so you
only see a blank thread pane and a message pane with the Start page.
8. Try opening the Sidebar or the Seperator Bar (b/n thread pane & message
pane), nothing happens.
9. Have to exit and restart Messenger to see the regular 3-pane again.

Other Platforms:
- Linux/Redhat 6.0: Dragging the seperator bar makes it disappear.
After dragging the seperator bar just a little, it disappears. Resize the window
larger and it reappears. Select the "Hot Click" area or try dragging the
seperator bar and nothing happens.
- Mac 8.5.1: Behaves the same as Windows.

Verified Fixed. I tried resizing by dragging the seperator bar, selecting the
"hot click" area. Also tried having Mail open, opening Navigator, closing Mail,
opening Mail again and the 3-pane window appears as expected.
