CSS Conditional is in CR and the CR is going to be updated (per https://www.w3.org/2017/03/29-css-irc#T16-16-48).

This bug will be marked as "Depends on" bugs that are needed to complete implementation of css-conditional.  The dependency tree can be used to view a list of these dependencies.
