I tried to upgrade stage today for the first time in many months. 

Latest error is this:

It talks about peep. peep was a tool we used in 2015 to do secure pip installs. We no longer need it since we use pipstrap. 

There is no peep anywhere in the code base

I suspect some old caches are blocking things.

That was the full log. Site does seem to be missing some CSS etc, but I don't know if that's because of a "borked" push.

After you did that I tried doing prod and it worked on the first attempt.

To explain that, I have no idea. Do we care? Perhaps it was just bad weather in the Cisco tubes somewhere.
