Steps to reproduce: 1) load apprunner 2) load the file in the URL above by pasting its URL into the URL bar. 3) after its done loading, note the URLbar has changed to the URL of the overlay associated with the document. This is annoying, as one has to keep typing the URL of the actual XULfile into the urlbar over and over.

confirmed in latest opt build on Win98. cc'ing Hyatt: Dave, do we need to fix this, or XPApps?
XPApps. They should not be changing the URL on the load of subdocuments by the doc loader (over in webshell).
