A stale celerybeat-schedule file has occasionally caused issues in the past, so we have a troublshooting step that suggests removing it: https://treeherder.readthedocs.io/troubleshooting.html#why-is-my-celery-ingestion-not-running We should just delete the file on provision instead (automation > docs).
