1353841 - Add AudioLevel to RTCMediaStreamTrackStats

audioLevel needs to be added to RTCMediaStreamTrackStats once it is populated.  RTCMediaStreamTrackStats currently only exists as a WebIDL definition and associated skeleton code.

Attachment: Bug 1353841 - add audioLevel to RTCMediaStreamTrackStats

This patch contains the webrtc.org changes, and media pipeline changes necessary to get the audioLevel
plumbed to PeerConnectionImpl, where it can eventually be used to populate the field.
