See the testcase:
The styled colours of the borders are virtually identical.
However the actual results are not consistent across the rows.
The two borders on the left are wrong, the right are right :-)

(I felt this problem I am facing is similar to this thread hence posting it here.)

Subject: Unable to give border outset effect for table cells. 

Issue: For table cells border outset effect looks similar to ridge effect if
border-collapse mode is also specified. See outseterr.htm (TD Outset Error
attachment)

Error In: Mozilla, Netscape 7 and Phoenix

Note: With out fixing it wont be complaint to W3C Standard. Hence bug_severity
should be major


Problem is much worse in the Tabs.htm example (A simple tab control demo). 
If switchtabnormal(1) and switchtabthick(1) executed without time delay.
(ie, if statement
window.setTimeout("switchtabnormal(1);switchtabthick(1);",100); is changed to
only switchtabnormal(1);switchtabthick(1);) 
the browser get totally confused.

In Mozilla, Netscape 7 and Phoenix, for table cells border outset effect not
rended properly in border-collapse mode.

This looks like a quirk hack to make the top and left edges of the border
visible on white backgrounds.  I think that not rendering white borders with
white outsets is OK is quirks mode, but it should have correct behaviour in
standards mode.
