On about:preferences#privacy there's a link to learn more about tracking, which points to https://support.mozilla.org/1/firefox/52.0.2/WINNT/nl/tracking-protection-pbm in my Firefox 52.0.2 on Win 10. Unfortunately that URL doesn't exist and redirects to the support frontpage https://support.mozilla.org/t5/Mozilla-Support-English/ct-p/Mozilla-EN.
Yes, SUMO is broken for international builds. It's a bad situation but they're working on it. Thanks for reporting, sorry that I can't offer a better solution right now :)
