We want to be able to ship a specific list for specific language setting. For example, EN-US vs. EN-CA vs. EN-UK will have different lists (different top domains in each country, despite a (mostly) common language)

At v1 launch, we will have a maximum of 3 country lists. It may be just one (EN-US).
