So probably we need to add some documents in the packages, which includes the installer.

Only for ASAN builds. But there's also the issue that jsshell.zip doesn't have a license file, independently of ASAN (for the gecko code it includes). In fact, come to think of it, this is probably also true of most build artifacts (test harnesses, etc.)
This is an issue with packaging of jsshell and does not involve the installer.
