We now have a recommend set of rules for ESLint in Mozilla, I'd like for us to tidy up duplicates, so that it is easier to see where modules/different areas are different.

This will make the entire set clearer, and make it easier to potentially unify rules later.

I believe we've de-duplicated most of these, so closing this. We can always file more later if need be. Next step: Applying mozilla/recommended everywhere (in progress in bug 1359011).
